Submit the campaign, requester, issuing source, viewer list, geography, and intended use. VoterFile does not open upload, import, browse, export, or voter-level modeled output until the California activation checklist is complete.

Do I need a technical consultant to start?
The goal is no. Private beta onboarding verifies eligibility and helps teams load the file, then the campaign can work through the browser.
Is this a CRM?
It includes voter CRM and campaign operations: notes, support status, survey responses, canvassing, and outreach. Fundraising, event management, and website publishing remain adjacent categories that can connect to the campaign's voter workflow.
