Terms for VoterFile campaign data services.

Who you are contracting with

VoterFile is operated by Lopez Labs LLC, a California limited liability company (together, VoterFile, we, or us). When you purchase a workspace or accept these terms, your agreement is with Lopez Labs LLC. Notices may be sent to Lopez Labs LLC, 20 West Olive Ave #1081, Merced, CA 95348, or to hello@cavoter.io.

These terms are governed by the laws of the State of California, without regard to its conflict-of-laws rules.

An accepted written quote or order, data-processing addendum, state-specific care clause, source terms, and required attestation are incorporated when presented for the service. The signed order controls commercial scope, price, and timing, but cannot weaken a mandatory law, source restriction, state care clause, or data-processing privacy/security control.

Eligibility and permitted use

Access requires review of the selected state, customer, signer, campaign or election, role, purpose, geography, source path, requested outputs, and any documentary prerequisite. Users are responsible for truthful information and for ensuring that their use and downstream handling of voter registration information comply with applicable law and source rules.

VoterFile may decline, pause, or revoke access when authorization is incomplete, the source does not permit the proposed processing, an agency denies or changes access, a required state gate is not satisfied, or use appears inconsistent with the approved purpose or product safety requirements.

Voter-file restrictions

For BYO access, the customer brings an authorized voter file; VoterFile does not provide the underlying voter file in a BYO order. For approved data-included access, the customer authorizes VoterFile to obtain only the quoted official-source file for that customer; source access, fields, timing, format, and approval are not guaranteed.

Users may not use VoterFile for harassment, unrelated commercial marketing, prohibited solicitation, sale or sublicensing, public lookup, publication of protected voter information, cross-customer reuse, or any purpose outside the authorization attached to the data.

Users remain responsible for the approved campaign purpose, their users, outreach, exports, security, refresh obligations, and downstream recipients. State, source, and order restrictions continue after export.

How we process voter data and record the applicable privacy role

VoterFile processes voter data only on the named customer's documented instructions and for the ordered campaign or election purpose. Where applicable privacy law uses these labels, VoterFile acts as the customer's service provider or processor only when the customer and actual facts meet that law's definition. A contract label does not turn a political committee or nonprofit into a CCPA business, and it does not override a state's separate requester, agent, custodian, beneficiary, or transfer rules.

Processing can include acquisition support, import, validation, normalization, deterministic address cleanup and mapping, district crosswalks, filtering, campaign CRM activity, exports, support, security logging, and deletion. Voter-level BISG ethnicity-likelihood estimates, turnout-propensity scores, or other modeled fields are enabled only when the accepted order records a qualifying service-provider relationship, active California data-broker/DROP controls, or another documented basis. We do not sell or license a shared voter file, use workspace data for an independent purpose, pool customers' files, or reuse one customer's voter data or derived signals for another customer.

On cancellation or offboarding, we return or securely destroy source and voter-level workspace data as the order, source terms, applicable law, and backup cycles require. We may retain limited billing, contract, security, access, suppression, and compliance records, plus aggregate de-identified service metrics that do not identify a voter or customer.

Source-file warranty

For BYO files, an authorized representative must identify the source and warrant that the customer lawfully obtained or licensed it for the approved purpose and that the source terms permit VoterFile to process it as the customer's limited vendor. The customer must disclose any access, transfer, user, export, retention, or deletion restriction.

For data-included orders, the customer authorizes only the source and geography in the accepted quote and must provide every required agency form, oath, letterhead authorization, beneficiary disclosure, or appointment. VoterFile may not substitute a broader source or exceed the approved source-cost cap without further written approval.

VoterFile may reject, suspend, delete, or offboard a file when source authority is unclear, a representation is inaccurate, or continued processing would conflict with an applicable restriction.

Payment, refunds, and support

The accepted order separates the VoterFile service fee from any official-source cost or deposit. A flat service price does not include an unknown or material agency fee unless the written quote expressly says so. VoterFile will not exceed an approved source-cost cap without further written approval.

Under the standard pilot schedule, a convenience cancellation receives a 100% service-fee refund before documented fulfillment starts, 75% after fulfillment starts but before data-ready activation, and 25% after data-ready activation but before material use when requested within 30 calendar days. The convenience refund is 0% after material use or that window, subject to the separate remedies below and any nonwaivable right.

Unspent source deposits are returned. A source fee already remitted to an agency is refundable only to the extent the agency returns it, unless VoterFile made an unauthorized or erroneous purchase. Material service failure, inability to support an approved file, duplicate payment, credible unauthorized charge, payment-network rules, and nonwaivable rights are not limited by the convenience schedule.

Beta limitations

VoterFile is in private beta. Features, pricing, state availability, integrations, exports, upload limits, source paths, and workflows may change. A state page is informational and is not a promise that an agency will approve a request or that a specific field will be available.

SMS messaging program

By opting in through cavoter.io or a campaign-specific signup flow, the recipient consents to receive text messages from the campaign or organization they signed up with. Consent is captured per campaign, not in aggregate, and a separate opt-in is required for each campaign that wants to send to the same number.

Message frequency varies by campaign and election cycle. Typical frequency is 2 to 4 messages per week, increasing in the final two weeks before an election. Message and data rates may apply per the recipient's mobile carrier plan.

Recipients can reply STOP to any message at any time to immediately opt out. STOP, STOPALL, UNSUBSCRIBE, CANCEL, END, and QUIT all opt the number out of the campaign that sent the message. Replying HELP returns help instructions and contact information.

VoterFile handles opt-out and complaint signals automatically across campaigns running on the platform. Once a number opts out, the platform suppresses it from future sends for that campaign and records the suppression for the carrier-compliance trail.
