California remains a conditional BYO state: the requester must independently qualify, and no file may be uploaded until VoterFile confirms the customer-specific California access and security activation gates are green.
Official file costs range from free public downloads to material statewide fees, and some issuing offices quote only after the geography is known. VoterFile therefore does not promise that one public software price absorbs every state or statewide scope.

The standard convenience-cancellation schedule refunds 100% before fulfillment starts, 75% after fulfillment starts but before data-ready activation, and 25% after data-ready activation but before material use when requested within 30 days. Material service failures, duplicate payments, unauthorized charges, payment-network rights, and nonwaivable remedies are handled separately.
