Who the product is for
The private beta is designed for campaigns, candidates, party and candidate committees, political consultants, campaign-related organizations, and other users who qualify under the selected state's voter-file rules.
Eligibility and availability vary by state and source. A state page or access review may require a registered committee, candidate, party, in-state voter, signed authorization, specific election purpose, or another prerequisite.
VoterFile is not a public lookup tool, consumer people-search product, list broker, or generic data service for unrelated organizations.

How voter data enters a workspace
In a BYO state or order, the customer obtains an authorized voter file and gives VoterFile limited authority to process it solely in that customer's private workspace.
In a data-included state or order, VoterFile may obtain an approved official-source file for one identified customer only after access review, a written quote, required customer authorization, and source approval. Agency costs are separately disclosed and capped, or expressly identified within a capped inclusive quote; they are not automatically absorbed by a flat software price.
VoterFile does not sell or license a shared national voter file, pool files across customers, or reuse one customer's voter data for another customer. Unsupported states are informational only until their legal and operational prerequisites are cleared.
What uses fit the workflow
Depending on the selected state's rules, appropriate uses can include election communication, list preparation, turnout planning, persuasion targeting, canvassing, petition-related outreach, campaign fundraising, campaign-related GOTV, and internal campaign analysis.
The exact state law, agency form, source agreement, signed order, and state-specific care clause control. A use permitted in one state may be unavailable or narrower in another.
What uses do not fit
VoterFile is not for harassment, resale or sublicensing, unrelated commercial marketing, public voter lookup, publishing protected voter information, cross-customer reuse, or any purpose outside the authorization attached to the underlying data.
VoterFile may decline, pause, or terminate a request that does not satisfy applicable voter-file rules, source terms, signed attestations, or product safety requirements.

Why access is reviewed
VoterFile reviews the state, customer, signer, campaign or election, purpose, source path, requested geography, users, exports, and source cost before activating voter-data tools or acquiring a file.
Data-included access is not guaranteed. It remains subject to an approved source path, a written quotation, any agency decision, and completion of state-specific prerequisites. BYO access likewise depends on proof that the customer's source permits VoterFile processing.
California is one state-specific example
California campaigns use a conditional BYO model: the customer obtains an authorized file, but must not upload it until VoterFile confirms that the issuing-agency, viewer, notice/security-handoff, and security-evidence gates are complete. California Elections Code section 2194 and the Secretary of State's regulations govern permitted purposes and authorized access.
California rules do not automatically describe another state's workflow. The state page and signed order identify the model and additional conditions for each customer.

California remains BYO.
Is VoterFile affiliated with an election agency?
No. VoterFile is operated by Lopez Labs LLC and is not affiliated with the U.S. government, a secretary of state, county election office, or other election agency.
