From universe to action

A useful campaign segment starts with a clear purpose. VoterFile is designed to help teams move from broad filters to a reachable list that fits a specific field, mail, persuasion, or turnout program.

The workflow is intentionally iterative: define the universe, inspect the count, compare the signal, then export only when the list is small enough and specific enough to use.

California voter-data upload and processing are not activated yet. Before any file enters VoterFile, the issuing agency must accept the disclosed hosted workflow and viewer coverage, the required notice and security handoff must be complete, and the California security evidence checklist must be green. After that gate, California workspaces default to the campaign's authorized official fields, customer-directed lists and turf, and campaign-entered activity. Voter-level BISG, turnout-propensity, and other modeled fields require a separate documented privacy-law activation basis.

Segments campaigns commonly need

Local California campaigns often need more than one list. A field plan might include reliable supporters, likely persuasion voters, low-turnout supporters, vote-by-mail follow-up, and bilingual outreach universes.

VoterFile keeps these segments explainable so a candidate, campaign manager, or field director can understand the tradeoff between list size and outreach quality.

Portable exports

CSV export keeps the campaign from being locked into one vendor. Teams can move a segment into canvassing, mail, phones, SMS, or reporting tools while VoterFile remains focused on voter research and list preparation.
