Facebook and Instagram ads

Run Facebook and Instagram ads for your local campaign.

VoterFile sets up and runs Facebook and Instagram ads for local campaigns, inside your campaign's own Meta ad account. We target the people who live in your area, write and design the ads with your approval, and report how they did. Your card pays Meta for the ads, and our fee is $249 for setup plus 10 percent of your ad spend.

Tell us the area and your ad budget. We send a plan with the exact fees for your budget before you pay anything.

How it works

We set up and run your ads inside your campaign's own Meta ad account, so the ads, the audience, and the results stay yours. Your campaign's card pays Meta directly for the ads, and we never hold your ad money.

We target the ads to people who live in your area, by ZIP code or city. Meta cannot follow exact district lines, so we pick the ZIP codes and cities that best cover your district. We write and design the ads, you approve every one before it runs, and we change the words or images whenever you ask at no extra charge. Ask for changes by October 24, because Meta may block a changed ad during the final week.

What Meta requires for campaign ads

Meta treats campaign ads as ads about social issues, elections or politics, and Meta has to approve two people before your ads can run. First, someone at your campaign who manages your Facebook page confirms their identity with Meta, sets up the "Paid for by" line, and links the ad account. Second, the person at VoterFile who builds your ads is approved by Meta too. It can take a few days, so start as soon as you decide to run ads. We send you the steps.

Every ad must carry a "Paid for by" disclaimer with your committee's name, and the ads appear in Meta's public Ad Library. Your state may also require its own wording inside the ad. Send us that wording, and we put it in the image. If an ad uses a realistic image or video made or changed with AI, we mark it for Meta as Meta requires.

Meta reviews each ad before it runs and can turn one down. If that happens, we fix the ad and send it again, but no one can promise Meta will approve every ad.

Deadlines before Election Day

Meta blocks new political ads during the final week before the November 3 general election. An ad that was shown to at least one person before that week can keep running. Start Meta's approval by about October 14 and launch your ads by October 24, so every ad has run before the final week starts.

Pricing

Our fee is $249 to set up your account, audience, and first ads, plus 10 percent of your ad spend for managing them, at least $50. Changes to the ads are included. Your ad spend is separate and goes straight to Meta on your campaign's card.

For example, if you spend $1,000 on ads, our fees come to $349 and Meta charges your card $1,000.

What you see while ads run

Each week while your ads run, we send a short report with how many people saw them, how many times they were shown, clicks to your website, video views, and what you spent. You get a final report when the ads end, and you can see the same numbers at any time in your own ad account.

Using your voter list

Some campaigns want their ads shown only to the voters on their file. Meta lets advertisers upload a list to find matching accounts, but voter files come with rules about how they can be used. We only upload a voter list where your state's law and the terms of the list allow it, and never for a California voter file. Otherwise we target by ZIP code or city.

What we need from you

Tell us the area you want to reach, how much you want to spend on ads, and your election date. Your campaign needs a Facebook page, and we help set up the ad account if you do not have one yet.

Questions

How much does it cost to run Facebook ads for a campaign?

Our fee is $249 for setup plus 10 percent of your ad spend for managing the ads, at least $50. Changes to the ads are included. If you spend $1,000 on ads, our fees come to $349. The ad spend itself goes to Meta.

Who pays Meta for the ads?

Your campaign does, directly. The ads run in your campaign's own ad account, and Meta charges your campaign's card. We never hold your ad money.

How fast can my ads start?

Meta's approval can take a few days, and Meta reviews each ad before it runs. Once both are done and you approve the ads, they can start. For the November 3 general election, start Meta's approval by about October 14 and launch by October 24, because Meta blocks new political ads during the final week.

Can we target the voters on our voter file?

Only where your state's law and the terms of your list allow it, and never with a California voter file. Otherwise we target by ZIP code or city, which reaches people in your area on Facebook and Instagram.

What does Meta require for political ads?

Meta approves two people: someone at your campaign who manages your Facebook page, and the person at VoterFile who builds your ads. Each confirms their identity with Meta, which can take a few days. Every ad carries a "Paid for by" disclaimer, and your state may require its own wording inside the ad. Meta blocks new political ads during the final week before the November 3 general election.

Does this work outside California?

Yes. We run ads for campaigns in every state except Washington, where Meta does not allow ads about state or local races. The price is the same everywhere.

What results do you report?

Each week while ads run, you get how many people saw them, how many times they were shown, clicks to your website, video views, and what you spent. You get a final report when the ads end, and the same numbers are always in your own ad account.
