Delaware coverage status

Delaware voter-file hosting is not currently supported.

VoterFile does not currently accept, upload, or host Delaware voter files. That is a deliberate compliance boundary, not a missing importer: the official access rules do not presently give a separate hosted processor a clear lawful path to receive or copy the list.

VoterFile will not accept or host this state's voter file until a compliant processor path is confirmed.

Why Delaware is unavailable today

Delaware's current Form VRFM006, section 9, requires the requester under penalty of perjury not to make the voter information available to the public or third parties. If the campaign requests the file, a separate hosted processor may be treated as the third party; if VoterFile requests it, delivery to the customer may create the same problem in reverse. The form's section 5 organization disclosure creates genuine ambiguity, but 15 Del. C. § 304 and the form do not state a processor exception.

What would need to change

Support requires written Delaware Department of Elections confirmation that a named campaign may use a private, customer-only hosted processor under VRFM006, or a revised form or statute with a clear processor path. Until then, VoterFile will neither acquire nor accept a Delaware voter file.

  • A file-handling design that honors the state's recipient limits
  • Updated onboarding terms and a verified first-file workflow before launch

What you can do now

Do not upload a Delaware voter file to VoterFile or send one by email. Review the supported-state directory for other campaign work, or contact the issuing office directly if you want to ask whether it will authorize a named private processor.

Questions

Can I bring my own Delaware voter file?

Not today. Customer ownership of the file does not override a recipient or access restriction, so VoterFile will not accept the upload without a confirmed processor path.

Can VoterFile obtain the file instead?

No. A separate provider request does not cure the current recipient limits or create a confirmed lawful path to deliver or process the file for the customer.

How will I know if support opens?

This page and the by-state directory will be updated only after the source-agency path, contract terms, file handling, and first-file validation are complete.
